On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (ARPA), an economic stimulus package aimed to help the country’s economy return to pre-COVID strength. On May 24, the U.S. Department of Treasury released new guidance for the distribution of ARPA funding to support non-entitlement units of local government (NEUs), typically small cities and towns with a population of less than 50,000.
Delaware’s Office of the State Treasurer will take the lead role in distributing ARPA funding to local governments throughout Delaware. State Treasurer Colleen C. Davis, as the custodian of Delaware funds, will receive the allocation for NEUs and make disbursements in accordance with ARPA.
This informational webinar is targeted to Delaware’s NEU municipalities—all towns and cities in Delaware except Dover and Wilmington. The webinar covered:
- Eligible uses of funding under ARPA
- Pre-distribution requirements and deadlines for NEUs to access ARPA funds
- The Delaware Office of State Treasurer’s process to make payments to Delaware’s NEU municipalities within the designated time frame
