Welcome to tell Marv afraid Friday. My name is Troy mix and I'm Associate Director at the University of Delaware is institute for public administration. We call it IPA for short. One of my roles at IPA is to coordinate the activities of the Dell Marv afraid working group, including two annual events. We normally have our summer afraid Summit each fume. And this year, for obvious reasons, we needed to pivot the in-person submit to a series of virtual events. So I'm really excited to be your host for the next few weeks. And I say it every time we meet in person, but it really is a highlight of my calendar host all and in the circumstance we're in, that's even more the case for these virtual events. And even though we can't join one another and person who was really gratifying to see so many familiar names sign up for today's session and take the time to join and then rejoin today's session. So I thank you in advance for your interest and engagement. And if we could go to the next slide, we'll get started. Even if you've been to events before, a little reminder about what the Del Mar of Afraid working group is. We are regional, as del Marvel says, and we're diversity of plant transportation planning groups. So we have the MPO is in Delaware, the Salzburg comical MPO, the Dover Kent County MPO, and we'll map go. We have the Delaware Department of Transportation, Maryland State Highway Administration, and the US Department of Transportation Federal Highway Administration. Also add. We have Federal Motor Carrier Safety Administration involvement. And all of you are really partners in the events as well. And we're very glad to have regional participation from virginia, for Maryland, and from various sectors. So if we can go to the next slide, our goals, we really want to make you aware of freight planning programs and initiatives that are going on, both public and private sector. We want to keep people up to date on signifigant trends, research on transportation planning related to freight, for example, or emerging tech in the freight and logistic sector. We want to highlight any particular issues to del Marv, what are some opportunities? What are some industry updates that we can highlight? Good News or challenging news that they made. Fate might face operating in this environment and particularly in person. We might share a lunch, have some networking activity. But we hope to, even in virtual events, get everyone together, have a common platform where we can discuss these issues and offline then follow up with partnership opportunities. Let's go to the next slide. We do meet monthly to talk about mostly kind of technical freight planning issues, coordinating the kind of planning activities we're going to talk about today. And then we have two meetings, a winner meeting in the summer meeting. Again, we went virtual this summer. And really look at virtual as a tests that may be even when we're back to more normal times, we lean into this as an opportunity to reach. Freight community more frequently and kind of more conveniently for a lot of folks always looking for content to present at these meetings. If you're interested in presenting, certainly feel free to reach out to me and I'll make another plug for that at the end of the session. Let's talk about our agenda on the next slide. So we're going to hear from the Dover kent county MPO and we'll map go on their freight working plans and we're going to hear from del dot on their freight working plan. We're also going to talk about the I95 corridor Rehabilitation Rehabilitation Project, which I'm sure many of you have heard a bit about. We're going to get an overview of all these from all these speakers. And we're going to have time for Q and a time for closing discussion. And I'll put in a plug for the next few weeks of virtual afraid activities. And we're going to go no later than 1030, even though we started a couple minutes later, I think will still be good on timing. Let's go to the next slide. What we're going to talk about today is really framed by the nascent nation surface transportation law, the fixing America's Surface Transportation Act or the fast Act. It does many things to structure how transportation improvements are funded nationwide and importantly for the freight community. It's the first transportation bill to provide a dedicated freight funding source annually. And you'll see on the slide it's equated about $4.5 million annually for delaware over the past five years when it's been in play. And for the purpose of freight planning, the fast Act mandates the ten requirements you see at the bottom of the screen for state freight plans. And so we're going to talk about many of those aspects today as we get, as our speakers go through their work plan for their organizations. Let's go to the next slide to introduce the speakers. So in reverse order of when they'll present. We're joined today by Sam Sherman, transportation planner with del dot. Jim Galvin, principal planner with the Dover kent county MPO. Josh Thomas, who's a del dot planning supervisor, and Dan blends, who is a principal planner with will map. Go. Please remember as we're going through the presentations to ask questions in the Q and a box. We're going to have a lot of time at the end of each presentation. And with that, Dan, I'm going to ask you to unmute and take it away for a few slides to implant. Okay. Thanks. Right? Yeah. I'm going to start out this morning. Just kinda walk you through a few of the upcoming predicted or do we have here going on at will map go bad, believe it not detected pretty timely. Were a little bit busier than normal wisdom of or afraid work. Overall look obviously with the comments will be God knows, you view with no us. There had been a been around and been to many of our events up until now. Our role will we see if we take a lot of the requirements you saw in that last slide and then try to see how they can fit into our work program. That we can start looking at an issue. There's projects, studies to kind of help move those ten initiatives a little further down the line. Next spot, Troy. And on this a little bit is that we are moving things down to a more regional level. In 2015, we developed the partnership with everybody else that we had talked about before, the DOM opera freight plan, kind of when to use that. We spent probably two plus years working on that. We get it adopted. And then not five months later comes a new fast back with all the new rules. So we had to do a little bit updated it in 2017 to make it fan back compliant. But the beauty of that is we got an awful lot of feedback from shippers, logistic companies, supply chain and supply chain community really to help set the strategic goals of the freight plan, but also to build build the to-do list excuse me, the to-do list that we begin to work from for all of our annual activities, but also specific projects we want to carve out for RUP, WP. Next slide. Above and beyond, just specific projects we will not go have really tried to ingrain freight in just about everything that we do, that there's a free element that can be, can be found in each and every one of our major projects. For instance, are our congestion management process. There's a free combined to that in our private part of Asian data collection. This isn't wonderful time with so much new something you knew were ways that data's being collected. As we call it the 24-7. In big data, there's a lot of good stuff define the mare. So trying to apply that to the freight planning is something that we've been trying to do as much as possible. Same thing with our transportation performance measures that had been set by the Federal Highway Administration. There's a large component to it and trying to bring the, bring all that to the forefront. Troy plugged it before the our webpages kind of place where we'd be trying to house because much of the required information, but also some of the newer items that we that we are working on that will map go and throughout our around our executive working group so we can, you know, bring as much at the forefront as possible. Next slide. So getting into some of our more specific projects we're working on this year. The good news is, is we'll be rolling out in the next three weeks, one at a time, a few RFPs to deal specifically with freight projects dealing with not just the wall mapper region, but the entire state of Delaware. So upcoming, I'll be walked through the neck these three here in the next few slides. And so these are active media is going to be active projects going into the summer and fall. So this is this, this warm and actually works out, works out well for us to be able to disgust him a little bit and to solicit your involvement in Nice These will involve some level of a working group, specific Working Group and focus groups be dealing with the freight community. So somebody dealing on this phone call will certainly be involved. First one, a little more straightforward, but its impact of benefits analysis of truck access in and around the port of Wilmington. We've had with anyone within just adopted their comprehensive plan that's or nine chord or a master plan. There's been several projects about, here's a couple to you at a few solutions to problems in and around Wilmington. Well, we want to do is take a look and capture some of these this do it. Yay. Diagonal analysis of what if this if yes, then I have a couple of examples here looking at pinpoint extension, changing some of the interchanges. God garish is laying connection and things of that nature. What if, what will make things work better? So what we wanted to do is a, an exercise to actually be able to go through those, look at some measures of effectiveness, and kind of get an idea which which magical formula works best for the truck movement in and around Wilmington. The RFP will be going out in next couple of weeks. So these things are moving pretty quickly. Roughly about nine to 11 months. Schedule should be able to, to wrap all of this up. Hopefully we're obviously working in a different world with trying to get consultants on board and things like that. But we're competent, we can still keep to a schedule for this one here. Next one. Interesting enough that this was beyond transportation planning. That person final mile was the highest ranking. The survey we did good news. We are one of the projects is looking at first final mile freight network development. Now, backing up just a little bit, sometimes when we hear final mile federal level, you're looking at, I'd say kind of final Miles work segment, maybe a little bit longer. You know, this is truly getting down to local collector roads that serve as that true final mile. Many of those running the noun closer residential areas. The map on the left, you see everything in blue. That is currently something we worked on a few years ago. Started got a cursory level to identify those final mild segments in and around so you can see how they dance around. And some, not some lower classifications, so it's generally kind of omit them misunderstood, were not really well-defined roadway segment, our roadway segments throughout the state of Delaware. This project is zinc, actually. Next slide. Sorry. So the detail to this project and the, the image to your to your right there, that is radar by 95896 leading back into a bit of an industrial park, that Kennedy idea. This is very, very common look of what a final mile facility is. Goes through a residential area, generally small. Some turning radii may not be as Now we want to refine these existing efforts and have more and more of a final designation of these form a working group comprised of free professionals that will kind of help us be understand the need at more detailed level. We have some tools and things out there now. You know, funding sources like community transportation fund, paid and rehab, things of that nature. Sometimes these may or may not get as high up as a, as a ranking. But if there's potholes that there's things like that, that begins to start disturbing. The resident needs more so than they would be there if it's going long, you afraid runs 24-7, things of that nature, which that final bullet point about making a good neighbor, you know, there's a, there's a give and take within that we need that. We've all seen that the last three months where we thought the waiting for that little blue truck to come by, you know, with all of our goods as we've, we've at home, you know, coded at five, you know, that industry is still going to continue to grow. So to have a better around that better handle on these final connections will be quite important. There's going to be coming out in a couple of weeks as well, probably about maybe a year timeframe to have put this one to two together. Next slide. Finally, a Delaware statewide truck parking study. As you can see the map on the right there, Delaware, you know, we do have a wide ranging industry in a resort. Traffic, agriculture, warehouse, retail, you know, different needs for different, for different industries. Our approach right now is really a two-part approach. One is to kinda get a home for a lot of the federal requirements we have to do set by Map 21 to address truck barking and mainly focused on the interstate system. But for for those in Delaware, know that we, you know, there's there's their heads to the State, obviously, and there's generally spots where we see localized short-term truck parking. So we really want to be looking more closely at this as this report comes together and really focus with the local truck community. The idea of using a focus group of the industry and also using some of the new data sources. The couple maps down below is using where some overnight GPS truck parking data source to see where we know where the designated ones are, 95 in the coupled than in some arena and whatnot. But somebody designated spark parking spots where, you know, is there something we can do for those areas, you know, kind of be a branch out a little bit more into those locations to help the trucking industry move forward next life. So they had pretty much covered all that for the two nationals perspect perspective existing local conditions, overnight parking doesn't change various during the seasons. To capture different industries and really rely on helping Brown from findings and the focus group efforts to kind of help guide us into that, that way we can hear from them and allow us to make either there's some physical feelings I endorse a policy type edits to to move things forward. Rpf coming out soon. This will probably take a little bit longer, so probably you maybe 12 to 14 months to wrap all this up here, I'll give a plug to the Maryland truck parking studies going on. Anybody here is on the phone from Maryland. We are we are taking a few of the pages that are there, playbook to, to help us with ours as well. Next slide. Well, first of all, these three projects or any rolled out in the next coming weeks. So some of you on the phone will be tapped to be part of some of those work groups. Data will be on the call, so feel free to put them in and we can address them later too. But just a quick question for you, Dan. In terms of the RFPs, and I know they're all different, but what kind of timing might we expect between the RFPs being issued, the planning study happening in actual capital improvements, if those are needed, well, that becomes the actual study itself. When there are analysis, somebody, they're gonna be analysis. Now the, and then that gets into one, the size of the project a little bit something a little bit smaller. Those things can be handled through maybe Pavan rehab or or or something of that nature, even traffic for that matter, the ones that are a little bit larger, more expensive. They had to go through either the PPP process, project organization, all those other things. So there's gonna be a little bit longer. It's really hard to say exactly how long project would be from, from, from idea to completion back and back and run it again. Erp, it'll be out probably for about an umbrella. Looking about a month. We are with the cobe in 19, probably, probably looking at some level o either in your virtual interviews as time goes on, but we'll certainly across every time we get to it later in August. Right. Any questions of Dan at this point will be on the call for the remainder actually attributed. I want in here. Can you back up next to last slide? I think we got that. And I'm happy to welcome Josh Thomas, del dot plantings. He runs through to talk about the I95 corridor project. Josh, Hey, good morning, everyone. Try. Can you hear me okay? We are good? Yes. Okay. Great. I just want to make sure. All right. Once again, I thank you all for joining the morning again. So I'm here today to talk about the 95 quarter project. Now. As Troy kind of alluded to earlier, is project may not need much of an introduction. It's obviously quite a big effort, but the goal of today's talk is really to just continue to spread awareness about the project that's coming up and really just get the message out there about planning out alternate routes and so forth because it is going to have a major impact on the region. So I'll start off by saying that obviously I am a, I'm a planner with del dot, so I am responsible for long-range transportation planning and programming. So I will do my best to talk about this project, but I am not with the engineering division, so my ability to answer some specific questions about those aspects of the project are limited. As I said, really just from a del dot perspective as a whole, we are trying to just get the message out there. And also the most important takeaway from today is to point you to some resources that we have available to make sure that you can stay informed about the project and tried to prepare for for for the disruptions that it will cause and try and keep the business moving. So with that, I really just wanted to talk today to the front Community and for all of you on the line about the importance of planning alternate routes and really getting prepared for this next slide, please. So the main thing I wanted to start off with today is to, if you haven't visited the website, we have a new website up. It's called restore the chord or.com. I really think this is a crucial way to stay informed. And you can, you can kinda get a sense of how big the project is. We don't, we don't always launch for websites for projects so that there's both a, there is a, a standard kind of project page on donuts website. And then there's also this special website because there's going to be so much information to, to get out there about the project. So if you haven't bookmark that site, It's a good idea to do so. And also there's always the, the del dot app. We there'll be up-to-date kind of real-time information about the the closings and so forth. Next life with so we're going to do a couple things today. I'm going to give you a real quick overview of some of the most important information. And then we're also going to watch a couple videos that dive into a little bit more detail and give you more of a, a visual reference. But as you can see on the screen there, the project is is the very familiar Wilmington viaduct, the six miles of road that runs from I95 just north of the interchange two, just north of north of the brand new Wind River. And the goal of the project is to, is to repair the existing infrastructure so that we can extend the life of it and avoid having to do a full reconstruction project, which as you can imagine, would be far more costly and far more impactful, way more significant closures. So as I said, our Engineer's estimate that we'll get a lot more life out of this project. In the original construction date for the Vita was 1964 You you may notice that there's some work going on now, but the main project will begin next year, so we have a little bit less than a year to get prepared for it, for the main work to begin. As we as you can see, we have spring of 2021. Next slide, please. So this is just a quick visual reference. Now, like I said, not that most of us are very familiar with the with the court orbit. This is looking northbound. We have a pen cinema on the right just to give you another glimpse of, of, of, you know, this is the this is a very common image that people think about when they think of this court or through Wilmington and the viaduct next life with and also just in terms of brief information to provide in the short time I had this morning, I thought the timeline was a good thing to throw up. Now, this timeline is is available as a link on the restore the quarter website. I think it's in the about only about tab. You can pull this down and have this timeline. But as you'll see, as I mentioned, next spring we're going to have the main project begin. So looks like we have March here as 2021 start. But you'll see right now that we have some sort of, you know, what I would call companion projects. We're beginning we have on ramp on ramp construction going on in some other associated improvements that are sort of secondary contracts to to the main project. And as I said, we'll go through it quickly, but that is available on the website. X-like, please. Okay. So I I gave a a brief intro. Intro, but I wanted to go ahead and show this video. It's a really nice video that, that shows more details about the project. And once again, this video is available on dell dot youtube channel. I didn't actually didn't see it on the restored a quarter website yet, but we're continually building that and improving. But that is available through YouTube channel. So are brighter than IPA. If you can please play the video. Hi there. My name is Jennifer Cowen and I'm the secretary of the Delaware Department of Transportation. I'm here to introduce you to a very important construction project along I95 in the city of Wilmington. This video will address some of the improvements as well as some of the related traffic impacts. The work will take place on the portion of I95 stretching from the I4 95 intersection through Wilmington to north of the brand-new mine liver are mentioned here. Del dot is make sure that every trip in Delaware is safe, reliable, and convenient for people and commerce. And that's exactly why this project is needed. Good news, it's construction on the project isn't supposed to start to 2021, which gives us all plenty of time to plan. The project should take approximately three years to complete. And we know there's going to be significant traffic impacts and delay, and that's what this video will address. Del dot does not take this lightly and we're doing everything in our power to minimize the traffic impacts and delays during this project. Safety of our contractors, our citizens, and our employees are our number one priority. And this project will increase the safety of I95 and the longevity of the interstate. Please continue to watch this video. And now here at Del dot, we continually strive to provide excellence and transportation. If you drive I95 into Wilmington, wrote improvements around the horizon starting in the spring of 20216 mile road construction projects start stretching from I4 95 to north of the Brandi Wind River. A portion of this stretch by 95 is the Bloomington viaduct or bridge crossing railroad tracks, parks in city streets. This section of i 95 was built in 1964, widened in 1978, and is starting to show its age. This nearly three-year project with enhanced safety, roadway efficiency, and ultimately extend the life of the road by more than 30 years. Before work on I95, a new ran from Second Street, deconstructed. Both the existing second street and South Jackson Street ramps have been identified as needing safety influence in early 2020, these ramps will be closed while the new safer on-ramp to I95 southbound from second Street is being constructed. The merge label be extended, which requires widening the Wilmington viaduct. This work will last approximately 12 months. The new ramp will be completed prior to the major I95 work and will enable to ramp to remain open continuously during the I95 work, it's important to emphasize that this is major roadwork. With major traffic applications, delays are expected. You will need to plan accordingly. If these repairs are not made in the near future, del dot will have to completely reconstruct. This section is I95. Subsequent traffic impacts would be much more significant and the cost would increase dramatically. Del dot has devised a detailed plan that updates and improves the existing structure and extends the life of the roadway. Whitney 30 years work will include removing the current surface using hydro demolition, replacing it with a specialized protective layer. It will include replacing the roadway barriers or parapets. New parapets will meet current design requirements. Additional work includes improving that bridge towards eliminating 15 of the 16 using state-of-the-art, ultra high performance concrete. And added benefit to Wilmington will be additional improvements to the City. These improvements are currently being defined through cooperative discussions between del dot and city of Wilmington stakeholders. Initial construction is scheduled to begin in March of 2021. Most traffic will be impacted in stages 23. While some of the roadwork on I95 may be out of sight. The traffic impact will be front and center. During stage two, the northbound side of AI 95 will be completely closed. Two-way traffic will operate on southbound lanes. The public will still be able to access all parts of Wilmington. However, it is strongly advised to use alternate routes. T2 will last approximately ten months. Stage three will start in the spring of 2022. Northbound side will reopen with two-way traffic operating on the northbound side. Local traffic will have one lane on the southbound sign, while the other southbound line will be closed for repairs. Halfway through stage three, the local Lane and closely will flip. Stage three will take approximately one year. An additional lane will be added to Lancaster Avenue and second Street, allowing an additional left turn lane. North Adams will be re strike in order to provide two left turn lights. The additional lanes and Reese striping could be completed prior to the major I95 work and will provide congestion during the I95 rope Road improvements are on the horizon. Bri 95 expect delays plant had delta striving for excellence and transportation and every trip, every mode, every dollar for everyone. All right. Much photo than than listen to me talk. I'm sure so yeah, that so it devotee was produced about a year ago. So as I mentioned, there'll be a lot more information. So just make sure you stay connected. I just wanted to finish up today by talking about the current work and giving a little status update. We're we're in the final design for the main portion of the project. But as a, as the video reference that I mentioned before, there are smaller, smaller projects that will occur before and after. And then we've got yea such as ongoing ramp closures for some of the interim interim improvements that summer. And as I mentioned, the video talked about the second Street on-ramp southbound. They slide, please. So will go into another video because as I said the video, it says it better than I can usually. So let's go ahead and start that video first second Street Ramp. I'll Wednesday, April 15th, cruise begin work to remove the existing I95 southbound on brands and existing bridge structures for the second Street and Jackson Street ramps in order to build a new single ramp configuration for access to I95. Self-doubt. The Delaware Department of Transportation has documented over 80 accidents at this existing on-ramp location over a five-year period, one of the highest crash rates. And the Wilmington corridor, in order to reconfigure the ramp and construct a longer length, safely accelerate, emerge. Some closures and detours should be expected. Beginning on or about May. Second, the existing ramp from second Street will be closed and remove. Meanwhile, the Jackson Street on-ramp will remain open until August. Drivers used to taking the on-ramp secondary will be asked to detour to the Jackson Street on-ramp. During this time, crews will also be working on various Street improvements related to the new southbound on-ramp along Lancaster Avenue, a dedicated left turn lane will be added. Main configuration along North Atum street will be modified to provide a dedicated left turn lane. And along second Streep, a dedicated left turn on-ramp. Only lanes will be added with the existing let playing converted to a left turn. And through choice length throughout this project, motorists can't expect nighttime intermittently, enclosures from AGM until 05:00 AM Sunday through Friday, and low closures during certain phases of construction, traffic alerts and variable message boards will be posted to alert motorists of scheduled broke horses. Just a brief question about what's being done or what what do you think the plans are for communicating to commercial driver's route changes and appropriate alternate routes? I think I think that's the opportunity that this group has. I think that we are. One of the reasons for doing this session today was to kind of start, start some early, early communications. For those who do AMI, we assume that a large portion has, has, has heard about this project, but not with the start those conversations and you'll see a little bit later in our work plan, you know, we in terms of our freight planning out the department, we want to get more involved with our freight kind of stakeholders and agency partners as much as we can. So we want to, I mean, really, I think we we're starting that now and our community relations department is still finding new ways to get that information out. But really, I almost think that it is a challenge for this working group and also some of the attendees that are participating to kind of tell us what would help. What would help? What, what lines of communication could we use to get the message out? Because we don't always know. There may be newsletters and in particular media that you use to get the message out. We may not know about that. So I would say we are using kind of all the, all the tools we have in our toolbox, but there's always room to, to do better. So I would say if you have any suggestions, let us now we, we use, we've been trying to have a bigger presence on social media. We use our press releases and our standard media outlets and, you know, getting getting involved with a mailing list through restored the court or as I said, there's there's always opportunities to do better with that. Great. Yeah, we look forward to having this group engaged in helping to forge those solutions as this becomes a kind of a more real project for folks in the coming months. I'm going to welcome Jim Galvin to un-mute and turn this video on. Jim Galvin is principal planner at the Dover kent county MPO. So Jim is all yours. Good morning. Thanks for having me. This is what a good more needed to be able to do. This was sitting on a couch in comfortable clothes and being able to talk, or this is great. So there's a couple things I want to talk about. The Dover King County MPO is responsible for King County the chest station that's happening here, whether it be improvements or or daily traffic. So we had been go through a process of studying a couple of areas that had been important, identified as important over the last last year. And I wanted to let you guys know about them and what the statuses. So for the for fiscal year 202020, we had we requested studies, ideas from our partners or communities DO that. And the other folks that are involved and came up with quite a few him there, there were five successful studies that we did during the, during this FY 20, we had started a process of requesting 10% from our sponsors and that too, to help make the project happen. And that actually happened pretty well. Yeah. Please. Next slide. And so would that 10% Doris five good projects and three of them were fruit related. Prefer FY 21 year we start and Jen enjoy we actually up that 20%. Not so much because 10% was successful, but because they have the match money to the Federal money income, in their words, a lot of projects requested that were related to one that was was a part truck parking study, that ultimately, I mean, negotiations with del dot will not go and deliver can unpeel. It was decided that we'll not go is going to take a lead on that and and make make the statewide study from there and there and things and they're good at that. And next slide, please. So the first the first part I want to talk about is the dome afraid management air, air cargo study. So this this map we have here, this image is from the King County comprehensive plan. They identified this area of the city Dover, as important I'm sorry, part of that city during part of that can county, it's the area along correspond row leading down into the air cargo facility at the at the back end of the Dover Air Force Base. The this was one of the projects that the county had suggested was supported by the can't economic partnership and Linda progress ski and to try to make happen high-end FY 20. So it's to identify afraid access to this area that's not just involved in that little orange areas leave employment center. It's getting frayed access to it. You've gotta, we've gotta find a way to get to root 13 as well as to room one, so that Freight can get in and out of that facility easily. The study was awarded the Century Engineering and is to be completed by FY 20. Please go onto the next slide. In this you see we're, the similar terminal is a kind of sudden Fisher and we're dollar thicknesses. The road that leads down into there is horsepower and road, it's not a, it's not a tremendous, it's not a it's not a arterial road by any means. And was one of the issues that remains to be looked at. We have added some others, other responsibilities to the 20th-century to look at, including that virtually all the people, the stakeholders that we've talked to have suggested Mickey, some kind of connection between this facility. At the backend of the airbase up to the Garrison's note Technology Park on widow crowed. And there's also a connection to root one north in-between on north little creek road or we're date. So there were there was a there's a real thought that there should be some kind of connection between the two technology parks and then perhaps connection to one at this point. Other connections are being looked at as well by Century. And, and we're going to hear about, as I said, we're going to hear about that probably there'll be some public meetings in late this year, in the fall of this year. So keep an eye out for that. That's going to be a, a and would like to see what's happening with that next slightly. So the second project I want to talk about is the 2019 east-west truck freight room feasibility study that was requested by both King County and Ken economic partnership. And the initial idea of this was to look at six or seven different potential truck routes that are lined up in the county, out 2301 through 301 and just just beyond the border after finding out the cost of such a study would negotiate that down a little bit. And it ended up that there were three major root growth that the, everybody felt were most important. That is dollar 300 from smart on down through kin in the temple. Go Deller read eight from front from Rwanda, Dover, all way down to married L and then beyond two root 301 and then $1.14 that meets up good to breathe, one on a new overpass in Milford and then travels through Harrington outs of the border and then can accept just north north of dentin and ultimately to 404, and then that will connect up to 301. Those are, those are the three projects that are going to be looked at for this study? We're looking at WE array is the Consult, not a study. Adrian ice from WR arrays is lead on this and Jeff Wagner of Wilmington office is well involved as well. And they expected that we're going to have some some results coming in the spring of 21 with a file study out in May. So I think we'd be having a public meetings on that coming up in the fall, and then a meeting meetings in The spring to identify what's, what the study looks like. Going to the next side, please. So we've got three different maps here showing what theories. We're looking at. Root eight, it runs from blue one just east to do over there, and then down through pierces corner and south to married up. That's one route that they're going to be taking a look at. The it does. Going from root ate out two to 301, takes you around about the the, the bed back roads of, of Maryland. One of the issues that we've found that we've identified is that in in the Maryland freight plan, it doesn't have it doesn't include any freight priority roots leading to Kent County. So ultimately, we're going to use the results of this study to talk to the Maryland State Highway Administration to see if we can convince them that perhaps some of the some of the roads leading into 301 from this way from Kent County. Neither neither need to look at one of the other route that we're talking about is as potential is root 14 from row one, just east of Milford, and the new Grade separated intersections through Milford, up and overthrew Qin through Harrington, and then down to burst will then out to 30 on that. So we're going to see how it figures out in the prioritization of the roots. Good. Next slide, please. And then the third, the third project, third root is to look at root 300 that ultimately will have to travel along 13 TQ to access through one. So just north north of Smirnoff, there is the interchange for both southbound in northbound Route one and then route 300 cuts often fruit 13 at the shopping center in the raw farms and then goes down through, through the north and tao1 through kin and then over two root 3012 farmlands of, of Maryland. So that's going to be considered. Not quite sure if we're going to be reprioritizing those, but I think we're going to be taking a look at what's most efficient, was going to be most efficient and what's going to be most advantageous for the free community. And again, we're looking for that to be done in spring May of 2021. Next slide, please. So third project that we started up last year was a more specific project. We wanted to look at a project inherited that we thought that those real opportunity for industrial, indoor, heavy commercial development, Warehousing development, and that's the Harrington intermodal freight terminal. Feasibility study on the amateurs for is it just shows you basically where it is in relation to the other roads. It's just east of root 13, just south of root 14. I'm this image. It's where the mob town off-road, the JW speed factory and exergy ink are located. There is a a sighting there now for that building on however good. The next side, please. There are actually three parcels involved there to privately owned, one owned by the city that really could could take advantage of a new siding, perhaps an expanded citing that would ultimately give access for greater development of the of the parcels for freight develop for frame. So the parcels include the existing buildings and a couple of vacant pieces of land that we'd like to have show shovel-ready. Nice, nice catchphrase though. The rail citing the rail road actually goes down right at the bottom of the map and it goes and starts on its way over towards lewis. So it's, and then undo it in your river. So it's trying to take advantage of the siding that's already that's already there. Trying to take advantage of the rail line, that trait there. And, and developing some uses that are going to be able to take advantage of deciding this is actually an extension of a project study the MPO did overcame county MPO done last year, which was a rail citing access study that we did for the whole county. And that's on our website. It over to over count NPO.org. It's a it's a a GIS based study that was done by my quarter of our office and by read with Bill and the executive director, that being said, this study's B is being completed by W. All right. Again, it's supposed to be done by March of 2021. We've already see some sample ideas on where where signings could fit in. And they they stretch all the way down to the city parcel at the far east under the site And while we're doing this, the town is, is taking you look at other infrastructure needs that have to be done through other other consultants. The Appeals take care of transportation, the engineers take care of the the the the sewers and sewer and water and all the other infrastructure needs. The one issue that we're taking a look at, it acts and getting access to this site is, is which way is going to work better? Whether it be cocky road from root 13 as that leads to the building, or whether P, the road just east of the church coming off of 14 down and then stretches south into the site. And that's one of the, one of the, I do one of the issues that WAR, who's going to be taking? Okay, so those are the three projects we have the next slide, please. So those are the three projects that we have going on there will be concluding fairly soon. All of these will lead into I will add to the the long range transportation plan, the MCP update that were plaque that were that were in the process of writing right now. And that's going to be voted on by our council in January, 212021. So we're we may not have all the information if there's anything that comes out of the three studies that needs to be added into the long-range plan, we'll be sure to amended in so that we can jump on them as soon as possible. So this is one of the these are the three projects all leading into the fourth, all adding into the fourth project that we're looking at that we're doing currently, the FTP, I'll be happy to answer any questions. And we're going to get back to del dot discussion. And I'm going to ask Josh to introduce Sam sherman. All right, everyone, thanks for sticking with this. So I don't want to take the opportunity to introduce you to our next speaker. Says, Sammy, chairman started with us that del dot back in November. And that and I don't think he's gotta be on video because he didn't want to show us up as the youngest. The youngest one on here. I believe through Yea just I'm just kidding here. So I just wanted to introduce you to him as a resource because he is kind of ease in training to be our aeronautics and freight coordinator. And I just wanted to point that out because it's something new that we're trying it at del dot with with us having a a a relatively small planning staff. We've been struggling and trying to to be, to be more efficient and be more effective at our work. But meanwhile, the planning workload is getting heavier due to more intense focus on issues such as freight planning. So recognizing the importance of that, we, we thought Sam kind of growing into this role as focusing on, on Aeronautics and freight specifically for us is something helpful. So I just wanted to point him out as a resource. And he's going to be talking to you today about our work plan. Take it away, Sam. Thanks. Thanks, Josh. He had today I'll be talking about our work plan and get some upcoming projects we're working on to next. Why put? So throughout this next here we are going to continue supporting our Unified Planning Work Program. Study it as Dan mentioned his why the overnight truck parties study engines, east-west trade route feasibility study help out will be providing our support in any way we can show that all has to do with our data analysis and document review. So any information they can provide to us, we will definitely be a resource for them. We will also continuously be updating our freight plan for projects as needed. And based on the results of these studies. So fortunately, tenuously, bringing the public new information and updating our plan. So next slide, please, on long range planning. So we will be continuing a long range transportation plan and that will have annual updates to fray goals, objectives, and strategies. So some of those topics that terrain in shan, those will include planning and land use, frayed edge, aeronautics, and like I just said, some others. Next slide, excuse me, to the third, to me your backups with alright, thank you. We will also be continuing our Dell Barbara flayed point them in implementation. With that, we will be monitoring projects and our capital transportation plan based on the freight investment plan and it is gone. We will align the goals and objectives with del dot long range transportation plan. Now, next slide, which we will also continue with regulatory compliance. So last year, in August of 2019, Governor Carney signed Senate Bill 131 and that requires del dot to choose ideal locations for truck Hyatt monitoring equipment And the goal of this bill, our high end, is to prohibit semi trucks from using rows. They should job beyond and on. The initial propose locations are currently under review by dell dot from it being signed in the August 29th gene, they had a year to implemented. So later this summer in August, all of the monitoring locations should be open and ready to be used. In addition, we will also be updating Delaware this national network designations. So next slide, kids on through data analysis. As I said, we are here to help our MPLS and we will continue on doing that. So on students on so width tower helped with the NPO's. We had the ability to potentially purchase or help purchase entirely on funding. Projects are different. But the studies that are going on, and we will also continue our work with empty, the old partners on the cost and benefit of data. We are very gracious to work with our NPO's and be able to provide them with real time data. For instance, a couple of years ago, route three Vo1 was in place. And we're using program, a specific program, we will, we're able to provide to the public real time data to observe, confront travel patterns based on the opening of this new route. And it just it continuous data down being provided to the public provides very resourceful. Do also continue providing data inventory of freight restrictions in Delaware. With that, that's the scope of work. It's currently in development. And we will also consolidate multiple maps, sources of data, entrepreneurial restrictions. Next slide please. So the book big study we are working on to in conjunction with all little map CO is the truck parking study. And I won't reiterate what Dan says because he already he provided some pretty heavy information. But what I will say it is it is broken. The Saudi is essentially broken down into two sections. Section one, that is researching current trends in collecting data using this street weight data. And that's over a two month span. On the second part of it is we have focus groups. What do we come together and analyze the results on August? Mistreat like data from the study we conducted prior. And we also strategize how to exceed issues. So the Saudi itself takes two or three months, but the whole process of completing the study will take place over roughly 12 to 14 months. Next slide with elder each. So del dot is a public agency and we're constantly looking for contact feedback with the public. That's key for us all. We are working for the public. That's very important in that we will be doing a complete overhaul of the del dot freight website just to make it easier for the public to read shell, there'll be different sections highlighting these different projects and you can contact us with any concerns or if you're looking for more, for more information on. We will also be developing a strategy for public awareness campaigns that we've described these various trade studies that are happening. And we want you guys, the public, to understand that these studies are being done and we want to show you is tethered good and it's, it's a good neighbor process. Also, we are looking for, we're looking to continue for virtual engagement made cold at 90. And so the times are changing for everyone that not every single one of us has had an AA changes to adjust volume during this COBIT 19 period. So here at Del dot, we are, we are still working to help. We are very much engaged in, in project and just keeping this column from contact with the public. So next, please. It if you would like to speak now, Sam, I think you covered it. I'll just say that I really like anything else. This is a proposed work plan based on a lot of yeah. Moving parts that we have in the works with our with our partners on this working group, obviously things can change, but yeah, that's what we that's what we hope to do this year, this fiscal year coming up. And we're going to try to work on the website to better communicate our progress on some of these issues and stay engaged with with everyone that's on this webinar. So thank you. Thank you, Josh and Sam, we're gonna push forward to the closing discussion and I'm going to segue. Sam talked about street light data. And I wonder if Dan To put you on the spot. If if you could talk a little bit about what street light date is. It offers some value that previous products did it both for freight and for other planning topics? Yeah. Sure. I mentioned it in my in my initial comment about big data. We, I get bombarded, I'm sure you do, others do me. Old Beijing paralytic. There's all kinds of other company that there, I mean, and they're all kind of taken roughly the same data and packaging it, repackaging it to desorb is better. So we try that a 30-day trial with some other material and it came out pretty well. And specifically for this one, it would the truck parking. What they're able to do is you honestly look at dwell time, like how long it took to actually was sitting still. And then you can within that you'd go through and get rid of NSAID drops with only been sitting for looking for Chuck setting more than 30 minutes and you got three. He put them in hourly bins. So by time of day you can look at where trucks had been sitting stationary for three more than that, more than a half hour up to three hours, three to six. And so what we did is even before we started that study, which we didn't know about the whole Kobe thing coming out. So it really did help us is take data from 2019 and be able to capture actual numbers of vehicles that are sitting stationary overnight from midnight to 06:00 AM to kind of get that short-term parking and staging data either in terms of the comfort level, yeah, the I call it the dove factor. You know, we certainly see a lot of Oliver Xist 8995 stops and whatnot. But it does start to show some other little areas that as we call it kinda on designated are they using a shared an older parking lot or something of that nature? So we really want to pass that information to use for, you know, for these reports here, it's great to get a lot of our local feedback. Either zeros, trucks sitting here, trucks sitting there. But we can quantify the number, the amount, the time and feeling are we seeing something different from season to season? So that's part of the truck parking study. You know, we really have this data that we've already, already purchased to kinda get into that next step so we can move a little bit more quickly. So in a long-winded way, industry like data has proven to be pretty well. It's gotta be something good and new to add to to our cart parking. Beyond the policy questions and all that other good stuff like that. You know, what do we get into some numbers you find on the ground. And there's more than just truck data available through street light, right? So there could be cross agency travel time yet. Yet we travel time data that we are getting obviously from Bluetooth but also problematic enrich data sources. And for that, the NPM RDBMS uses We can separate out the travel times Delaware, nationally. It's obviously a different story. If we're West Virginia or Montana with large hills where things of that nature were. Truck traffic can be generally a lot slower than than than than than vehicular traffic. But fortunately, Dolores pretty flat, so it's not as huge. Hinderance around here about truck speed and travel time there, they're close to being the same. Obviously beautiful load. It's a little bit different, but we're really want to bring in a lot of that information. As I mentioned about it getting into our congestion management process, that travel time, a truck is sitting in the same traffic that a car is. So, you know, those data sources can be used, you know, in tandem with it all up, rather add resources to do address, right? Sure. So we get a little hiccup and are starting today, so we're right up near the end, but I do invite people. If you have a question, type it in right now or raise your hand and we can unmute you to ask the question. But I'm going to ask Dan One question about the freight plan, which is pictured on the screen right now. Update is coming in the near future, is that right? Could you let us know a little bit about the status and then how folks can expect to be engaged. Yes, it is supposed to be updated every five years as we did in 2015. We thought, OK, 2020, we will have to redo it, but I guess we gotta we gotta brake on it. But once we did the plan to make it that that compliant, that restarted the clock. That means by 2022 we'll be updating unexamined. Alluded to that a little bit about partying on the website, but also we will be having to re update this plan in 2022, which we're halfway through 2020, surprisingly. And that'll be up on upon sooner. And I'm here at the at our monthly meeting, that will become more of a topic and probably everybody on that phone call I needed attended our meetings before will begin to hear more about that in the coming month.
